EBA welcomes the launch of the eFood system to facilitate state control of food products

07/ 04/ 2026
The European Business Association welcomes the launch of the eFood system — the Unified State Electronic System in the field of food safety and consumer protection. This will enable businesses to access services of the State Service of Ukraine on Food Safety and Consumer Protection online, including the registration of facilities, permits, and submission of declarations. The initiative was launched in Kyiv during a presentation and the signing of a Memorandum of Understanding between the State Service of Ukraine on Food Safety and Consumer Protection and the Global Alliance for Trade Facilitation. The Association’s leadership and experts also took part in the event. It brought together key stakeholders, including representatives of the Ministry of Economy, the Ministry of Digital Transformation, business associations, and international partners, demonstrating the importance of a systematic and coordinated approach to digital reforms. The business community actively supported this initiative at the development and preparation stages. Representatives of the Association participated in relevant discussions and held working meetings with public authorities regarding the system’s launch. The eFood system is expected to integrate a number of key components, including a unified services portal, a user electronic account, a digital profile for market operators, analytical tools, and mobile solutions for inspectors. In the future, eFood will enable the integration of up to 17 registers and the provision of more than 500,000 services annually, significantly improving the efficiency of public administration in this area. The eFood system provides for: the creation of a modern and user-friendly platform interface; the launch of four electronic services for export certification of products — both of animal and non-animal origin. This project is part of the Eastern Partnership (EaP) “Sweden–Alliance Window”, designed to support countries in the region in meeting EU requirements, while fostering a more inclusive trade environment and improving governance. The launch of eFood is an important step towards the digitalisation of public services and the reform of the food safety control system. The Association supports transparent, clear, and efficient rules of interaction with the state, as well as the reduction of the administrative burden on business. Moreover, the implementation of the project is directly linked to Ukraine’s international commitments, in particular under the EU–Ukraine Association Agreement. The European Business Association community remains ready to further contribute to the development of digital services of the State Service of Ukraine on Food Safety and Consumer Protection in order to enhance market transparency and Ukraine’s integration into the European economic space. In particular, by participating in sectoral discussions, holding working meetings with public authorities and international partners, and providing feedback to improve the system.
