EBA welcomes decision on balanced regulation of the extractive industry

  The European Business Association welcomes the decision to prevent increased fiscal pressure on subsoil users and to reject the possibility of out-of-court termination of special permits for subsoil use. During the summer, the business community actively opposed both the out-of-court termination of special subsoil use permits and the increase of land tax rates for mining enterprises. Such measures could have created significant corruption risks, worsened the investment climate, reduced the sector’s attractiveness for investors, and stalled the development of the extractive industry, which is strategically important for Ukraine’s economy. Thanks to constructive dialogue with Parliament and the Government, balanced regulation in the field of subsoil use has been ensured. This decision, effectively enshrined in Laws 4536-IX and 4577-IX, will contribute to transparency, predictability, and Ukraine’s competitiveness in the international investment market. The EBA expresses gratitude to the relevant Committees of the Verkhovna Rada of Ukraine, as well as to the Ministry of Economy, Environment and Agriculture of Ukraine, for taking into account the business community’s arguments and for their readiness to cooperate in creating stable and attractive conditions for the development of the extractive industry.
