EBA and the State Tax Service discuss updates to the taxpayer e-cabinet and other services

  On 6 May, another meeting took place between representatives of the European Business Association and the leadership of the State Tax Service of Ukraine (STS). During the meeting, the STS presented the interactive dashboard “RRO/PRRO Analytics in Ukraine: Key Indicators”, which is already available on the STS web portal. The dashboard contains open anonymised monthly data from 2025 onwards and reflects actual economic activity in the country. The tool allows users to monitor: the number of businesses using RRO/PRRO cash register systems; the volume of settlement transactions, including excisable goods; the ratio of cash and cashless payments; regional economic activity. The STS plans to further expand the dashboard’s analytical capabilities and deepen data segmentation by region and business type. The Tax Service also announced updates to the Taxpayer Electronic Cabinet. For example, retrospective access to tax invoices and adjustment calculations has become available, as well as information related to accounts within the VAT electronic administration system. Other announced updates include: the launch of STS services through the Diia application; the possibility of obtaining tax residency certificates online, including for Ukrainians living abroad; the creation of a guide for potential investors containing tax analytics by sector and region. The STS has also launched the ongoing international exchange of information in the Country-by-Country Reporting format. The business community welcomed the intensification of efforts to combat business fragmentation schemes. The STS has already developed a guide to relevant indicators, while the results of the first inspections demonstrate a practical impact. Representatives of the Association supported the need for increased attention by tax authorities to the retail sector, including both food and non-food retail. Separately, businesses highlighted the need to improve the control system for issuing licences for the retail sale of tobacco products, as the current mechanism for payment allocation and licence renewal remains complicated for taxpayers. Participants in the meeting noted the high standard of taxpayer services provided at tax consultant offices, as well as the expansion of opportunities to receive consultations online in regions remote from regional centres. The Association values its regular dialogue with the STS, which makes it possible to discuss business concerns, exchange up-to-date information, and present new service solutions developed by the tax authorities.
