EBA and the State Service of Ukraine on Food Safety and Consumer Protection discuss digitalisation, regulation and imports

  A cross-committee meeting of the European Business Association was held with Serhii Tkachuk, Head of the State Service of Ukraine on Food Safety and Consumer Protection. During the meeting, participants discussed issues related to state regulation, digitalisation, and international trade. In particular, the discussion focused on the international ePhyto system. Business representatives emphasised the need to further develop the functionality of the electronic user account, which would enable more efficient interaction with public authorities. The digitalisation of services in the field of food safety was also addressed, including the eFood system. The introduction of electronic services is intended to minimise the human factor, accelerate application processing, and enhance the transparency of procedures. The Association expresses its gratitude for the involvement of its representatives in relevant working groups on the development of the eFood project. The parties also discussed the placing on the market of baby food, the regulation of dietary supplements, pet food, and biocidal products. The Head of the Service noted that the regulation of biocides is currently in a transitional phase, as new legislation is still being developed. At the same time, existing registrations remain valid within the framework of current legal requirements, ensuring stable operating conditions for businesses. Special attention was also paid to international trade issues. Participants discussed restrictions on imports into Ukraine of products from the Republic of Cyprus due to an outbreak of foot-and-mouth disease, as well as restrictions on certain imports from Spain due to African swine fever. Representatives of the Service reported that bilateral cooperation between the competent authorities of Ukraine and Spain is ongoing regarding the possible resumption of imports of pork products. Among the issues requiring final resolution are the abolition of bilateral approval of certificate forms and the transition to the approved template in accordance with Order No. 1329 of the Ministry of Economic Development, Trade and Agriculture of Ukraine dated 14 July 2020. The European Business Association thanks the State Service of Ukraine on Food Safety and Consumer Protection for the open dialogue, constructive cooperation, and attention to the current needs of the business community.
