E-System for Medical Residency Placement

  Ukraine has launched an electronic system for merit-based medical residency placement. From now on, the process of assigning master’s graduates in medical and pharmaceutical specialties to medical residency will be fully automated. The system will store resident data and information on the academic performance of higher education institutions graduates, as well as generate electronic documents for completing medical residency. «The electronic medical residency placement is being implemented in our country for the first time. This is a significant step towards improving the quality of medical and pharmaceutical education. As the year before, the most talented graduates from across the country will have priority in choosing their medical residency placement. Thanks to the new system, we can implement the principle of transparently rewarding the best», emphasizes Viktor Liashko, Minister of Health of Ukraine. The system eliminates the possibility of external interference or influence on the medical residency placement results. Additionally, it is integrated with the unified healthcare institutions job portal. Therefore, residents will complete their medical residencies in their chosen specialty in positions that healthcare institutions genuinely need. Placements will be made among all graduates of medical and pharmaceutical higher education institutions, taking into account their merit-based score. For the first time, medical graduates will be able to choose their desired placement by specialty from a list of available state-allocated positions within the country. «EGAP Program, implemented by East Europe Foundation with the support of Switzerland, in partnership with others, is making efforts to create digital solutions that change the approach to managing public processes. The electronic medical residency placement system is further proof that technology can ensure transparency and trust in important public sectors», noted Victor Liakh, East Europe Foundation President.  Graduate data and academic performance will be entered by registered higher education institutions, and some information will be automatically pulled from the Unified State Electronic Database on Education. After registering, graduates can independently verify their data. The merit-based score will be calculated automatically, and after the calculation and ranking, graduates can submit up to five placement applications. The first placement in the system will take place as soon as on March 17, 2025, for graduates in the specialty «Medical Diagnostics and Treatment Technologies» seeking residency in «Laboratory Diagnostics, Virology, Microbiology». This placement round will include graduates from four universities: Zaporizhia State Medical and Pharmaceutical University, Kharkiv National Medical University, Taras Shevchenko National University of Kyiv, and Bogomolets National Medical University. The main placement will take place in June-July. It is planned to include over 5,000 «Medicine», «Pediatrics», and «Medical Psychology» graduates. «Dentistry» and «Pharmacy» graduates will also be able to participate If there are available spots and if desired. It is expected that the number of vacant positions provided by higher education institutions (in the system) and healthcare institutions (on the job portal) will be significantly higher. The system was developed on the Diia.Engine Platform in partnership with the Ministry of Health of Ukraine within the Swiss-Ukrainian EGAP Program, implemented by East Europe Foundation.
