26/ 10/ 2021
The Verkhovna Rada adopted in the second reading the Law “On Amendments to Certain Legislative Acts of Ukraine Concerning the Harmonization of the Legislation of Ukraine in the Field of Childhood Nutrition with EU Legislation” №4554, which was actively developed and finalized by the EBA experts. This draft Law aims at bringing the legislation of Ukraine in the field of production and sale of baby food to the requirements of EU legislation, namely, in accordance with Regulation № 609/2013 and Regulation № 2016/127. Thanks to this draft law, the state regulation of baby food will be modernized while the outdated and ineffective approaches will be abolished, and requirements for baby food will be strengthened to the level that exists in the European Union. Thus, the regulation of baby food in Ukraine will be synchronized with EU rules. There will be changes in labeling baby food, and the Law will abolish the requirement for Declarations of Conformity and compliance with Technical Regulations, as such standards are exclusively applied to non-food products in the EU. Besides, the list of ingredients that are prohibited for use in the production of baby food will be brought into full compliance with EU law. Therefore, the business community welcomes the adoption of the Law and looks forward to the signing of the document by the President of Ukraine so that the law can enter into force.
