The State Regulatory Service can be an additional platform for business advocacy

  This opinion was expressed by Oleksii Kucher, the newly appointed Head of the State Regulatory Service of Ukraine, during a meeting with the business community of the European Business Association on March 29. Given that for more than a year the State Regulatory Service was operating without leadership, one of Mr. Kuchers key priorities in the near future will be to resume its active work and reinitiate the deregulation and inspections of government agencies. At the beginning of his tenure, Mr. Kucher resumed the presence of the SRS representative at CMU meetings and aimed to retrospectively review the regulatory acts that were passed in violation. An internal reorganization of the SRS has also been launched to simplify the agency’s structure. Mr. Kucher sees one of his important tasks as establishing effective cooperation with the business community to properly protect the interests of companies operating in Ukraine. To this end, the EBA members and the Chairman of the SRS agreed to hold working meetings once a quarter or more often. Also, the Service will assign a person to communicate permanently with the Association. The head of the SRS called on the companies to contact the service more often and express its position on regulatory acts related to business. In this case, the State Regulatory Service may be another structure that defends the legitimate interests of business and controls the work of regulators. Among other plans is strengthening control over structures that put excessive pressure on the business. The active work of regional divisions has already been launched, and the plans for the first quarter include an inspection of the work of regional state administrations, the State Labor Office of the central office, and regional branches of the Ministry of Ecology, etc. The head of the SRS also plans to facilitate access to regulatory acts and create a single portal where they will be published with the categorization by areas and regulators. The business also had the opportunity to learn immediately about the decisions of the SRS on the approval or non-approval of regulatory acts relevant to various industries. We are grateful to Mr. Kucher for meaningful responses and prompt awareness of the status quo, and we hope to receive answers to the appeals that are still pending by the SRS. The business community thanks Oleksii Kucher for his time and progressive approach to organizing the work of the department.
