Achievements of the previous management of Ukrzaliznytsia and expectations from the next one – business opinion

  This week, Oleksandr Kamyshyn, Chairman of Ukrzaliznytsia, announced his resignation. The EBA Logistics Committee had and have a very fruitful cooperation with Ukrzaliznytsia and would like to thank Oleksandr Kamyshyn for his work as Chairman. Particularly, during the war (when the issue of logistics was extremely critical in the country), Ukrzaliznytsia steadfastly withstood the challenges faced by the railway industry:  The stable operation of Ukrzaliznytsia and the railroad were ensured in wartime. Ukrzaliznytsia managed to quickly and efficiently organize evacuation trains for the population, particularly from the hottest spots. The railroad corridor for the delivery of humanitarian cargo from Europe operated constantly: 11 thousand tons of humanitarian aid were transported by passenger trains and 324.7 tons by cargo cars. Ukrzaliznytsia launched the Export Office which is a platform for dialogue with businesses and prompt resolution of urgent issues in cargo transportation. Ukrzaliznytsia and the EBA had a transparent and ongoing dialogue. The capacity of the western border crossings between Ukraine and the EU was increased in the face of blocked ports. Ukrzaliznytsia started direct purchases of electricity and gas from producers under respective contracts. The transformation of the tariff-setting system for rail cargo transportation has begun. Ukrzaliznytsia launched the rolling stock renewal program: 65 new passenger cars were received, 8 inspections of passenger cars were conducted, 2 diesel trains were purchased, and a Skoda train was repaired. In 2022, a record length of tracks was inspected in 4 years and infrastructure at 11 border crossings was repaired. Ukrzaliznytsia launched a new railroad connection with Moldova: the Berezyno-Basarabeasca section was rebuilt. The 1435 mm gauge railway was repaired and resumed on the 64.4 km state border with (Poland) Kovel-Yahodyn. So, we sincerely hope that the railway infrastructure will continue its efficient operation and development. Moreover, we hope that the open dialogue with business will continue. At the same time, since Mr Kamyshin will head the European Integration Office of Ukrzaliznytsia, business hopes that this will help Ukraine to establish even more effective cooperation with European carriers, adapt the railway infrastructure of Ukraine and Europe to increase the volume of Ukrainian exports and improve logistics routes. At the same time, business expectations for the new management of Ukrzaliznytsia will be the following: Continuing the work to improve capacity at rail border crossings Continuing to reform Ukrzaliznytsia as a reliable partner for business. Continuing to upgrade rolling stock (in particular, passenger trains). Developing and improving intermodal transportation (combining container trains and combined transport). Continuing cooperation with business on reforming the railway industry, namely, in terms of jointly finalizing the draft law On Railway Transport. And, surely, we look forward to further cooperation and dialog for the development of railway infrastructure!

  • Continuing the work to improve capacity at rail border crossings
  • Continuing to reform Ukrzaliznytsia as a reliable partner for business.
  • Continuing to upgrade rolling stock (in particular, passenger trains).
  • Developing and improving intermodal transportation (combining container trains and combined transport).
  • Continuing cooperation with business on reforming the railway industry, namely, in terms of jointly finalizing the draft law “On Railway Transport”.

And, surely, we look forward to further cooperation and dialog for the development of railway infrastructure!
