Medicinal Products Used at Transplantation Will Be Included in the Affordable Medicines Program

  Resolution of the Cabinet of Ministers of Ukraine No. 1107 as of December 27th, 2017, which extended the reimbursement program “Affordable Medicines”, has been recently published. The resolution enters into force on July 1st, 2018. Affordable Medicines program provides for free or partially free medicines for patients for treatment of certain diseases. A patient may get a medicine based on doctor’s prescription in any pharmacy which has concluded an agreement with a budget fund management and which has joined the program in the manner prescribed by law. Now Affordable Medicines covers cardiovascular diseases, diabetes of type II and bronchial asthma since these diseases cause most deaths, significantly lower patients’ life quality and are effectively cured in outpatient manner. The list of diseases and medicines subject to reimbursement is provided in Resolution of the Cabinet of Ministers “On Introducing Reimbursement of Medicinal Products Cost” No. 863 as of November 9th, 2016. It should be noted that last time two new medicines for treatment of cardiovascular diseases and diabetes of type II were included in the Affordable Medicines by Resolution of the Cabinet of Ministers No. 1080 as of December 27th, 2017. In order to improve access for the specific patient category to the necessary treatment, new resolution No. 1107 supplements the list with international non-patented names used in pre-surgery and post-surgery periods at transplantation, such as: azathioprine, ciclosporin, tacrolimus, mycophenolic acid. The abovementioned resolution amends a number of acts governing application of the Affordable Medicines, namely, Resolution of the Cabinet of Ministers “On Introducing Reimbursement of Medicinal Products Cost” No. 863 as of November 9th, 2016, “On State Price Regulation on Medicinal Products” No. 862 as of November 9th, 2016; “On Ensuring Affordability of Medicinal Product” No. 152 as of March 17th, 2017; “On Measures to Stabilize Prices on Medicinal Products and Medical Devices” No. 955 as of October 17th. 2008.
