The dialogue between business and government cannot be neglected in revising Diia.City

  The IT community of the European Business Association has been actively working on the Diia.City initiative for almost a year, sending their comments and proposals because business understands in practice what specific things are needed to improve the conditions for IT. During the last year, the EBA IT representatives were actively involved in the development of Diia.City, and were invited to take part in regular discussions. Meanwhile, in January, it was decided to establish a Working Group of the Verkhovna Rada Committee on Digital Transformation aimed at finalizing the draft law on Diia.City. For its part, the business hoped for understanding and commitment to dialogue and cooperation between industry participants and the authors of the draft law №4303-d. With full confidence in further cooperation, the EBA community sent an official letter where it proposes several candidates as representatives from the business to participate in the Working Group. At the same time, the decision not to include industry representatives in this Working Group was very unexpected. Considering our previous experience of communication, we did not even suggest that such a situation could occur. According to the community, such a decision does not seem logical and even erroneous, as the EBA is the largest association in Ukraine with an extremely wide range of expertise from real business, which is always open to constructive dialogue to revise initiatives. And Diia.City, as one of the largest projects for the IT industry, obviously deserves special attention and close cooperation in its design, because both government officials and IT companies are united by a common goal - to transform our country into a powerful Europes IT hub. Therefore, the European Business Association appeals to the Ministry of Digital Transformation and the respective Committee of the Verkhovna Rada to review this situation and still include representatives of business in the Working Group. Together we will be able to work out a functional mechanism more promptly and efficiently.
