How to buy an automotive second-hand from Europe affects the lives of Ukrainians?

  Many legal bills have been developed to legalize cars with foreign numbers. But do we need legalization of the danger on the roads, increasing mortality and social tension? On Ukrainian highways, cars with Lithuanian, Polish or other numbers can be seen more often. And this is not surprising, for several years now, various companies have offered Ukrainians to buy cars abroad without clearing them. The problem is not new at all. What is the danger of the European automobile second-hand? Lets understand. The car is imported under the customs regime of temporary importation for commercial use or personal use and transit for personal use. The transit regime provides for the import of a vehicle for a term of up to 5 days within a single customs and up to 10 days - within several customs offices. However, as practice shows, citizens use such cars not for transit, but for their own use. Still, they forget that temporarily importing cars to Ukraine without written declaration and payment of the corresponding taxes are entitled to only non-resident citizens for a term up to one year and this term can be extended for no more than 60 days. An important step to address this issue is to establish control over the term of stay of such foreigners in the territory of our state and constant verification of the documents of the owner of the car. The so-called foreigners do not pay any taxes to the state budget, which finances capital repairs of roads. In addition, the number of imported cars is not monitored and is not controlled by law enforcement and customs authorities of Ukraine. Even the official statistics of the DFS vary in their indexes. As if counting how many such foreigners in Ukraine, the indicators received just struck, because they were calculated according to the number of accidents involving such cars. According to the Department of Patrol Police, only in the first half of 2017 they became participants in more than 4,5 thousand accidents. Imagine that in an accident involving a car in a foreign registration, 43 people were killed, and another 429 - were injured in various degrees of severity. If an accident occurs with the participation of a foreigner, it is not known who will bear responsibility for the damage to the health of pedestrians, passengers of such cars, other drivers. Its a shame and even terrible to think that such cars even attract taxi services, and any person who just got drivers license simply buys a European second hand for 3000-4000 euros, and the next day goes to the way No licenses, no property rights, without any official documents that simply do not exist in nature. It turns out that Im not me and the car is not mine. There is no information about the owner of the car in the MIA bases, it is not easy to prove that it was the person who crossed the border at the moment of the accident at the wheel. It turns out that the number of accidents and violations with the participation of foreigners increases, social tension is increasing. Ukraine is already ranked 10th in the ranking of countries with the highest mortality on the roads and not strange. The experts of the European Business Association have no doubts: we also owe a prominent place to our country to the foreigners. Cars that are transported to Ukraine on foreign numbers are not young at all. As a rule, older than 2010. They do not meet the environmental standards of the EU - Euro 5, Euro 4, and sometimes Euro-3. The ecological situation in Ukraine, due to them deteriorates from year to year, which leads to an increase in the incidence of the population. The problem with cars on foreign registration is getting more and more resonant. A number of bills were drafted to legalize foreigners, large-scale protests were held to expand the rights of such drivers. But the question arises: Do Ukraine need legalization of road hazards, increased mortality, polluted air and infinite number of diseases, social tension? To regulate the issue of temporary import of vehicles into the customs territory of Ukraine taking into account the requirements of the legislation of the European Union and international treaties, it is possible only by elaborating a relevant bill specifying a number of restrictions for such cars: term of stay, border control system, registration conditions, need for a citizen passport, if we are talking about a non-resident-owner of the car, a restriction on environmental requirements, systematic checks of cars at a foreign registration patrol itsiyeyu more. Unfortunately, the only mechanism that can currently restrict the flow of cars at a foreign registration is only a system of fines. It began to apply to drivers from May 2017, when a resonant accident involving the foreigner provoked an even more negative attitude towards such cars. If we are laying our way to Europe, we must remember about transparent procedures and compliance with the law and in no case do not legalize the danger for our country. The Automobile Committee of the European Business Association insists on the creation of a favorable regulatory environment and the application of European practices in addressing these important issues.
