Business needs an adequate timeframe for submitting proposals on the waste issue

  The European Business Association has always supported the need to implement a European model of waste management in Ukraine. It provides for the hierarchy of waste management, the extended producer responsibility organizations (PROs), regulation on the management of household and industrial waste, financial incentives for businesses to use recovered waste instead of primary raw materials. Therefore, EBA member companies pay special attention to the adoption of the framework draft Law 2207-1-d On Waste Management, which should create a proper and reliable foundation for this field. The draft law itself was adopted in the first reading almost a year ago. Currently, the revised text is being actively prepared for adoption in the second reading. The community has repeatedly submitted its proposals to draft Law №2207-1-d and stressed the importance of giving businesses the opportunity to read the updated version of the draft law as soon as possible to create a truly high-quality document in line with European best practices. However, as of June 23, an updated version of the framework draft law for the second reading has not yet been published. Instead, business learned from the deputies’ social media pages about their plans to adopt an updated version of the draft law 2207-1-d in the second reading and as a whole by the end of the summer session, namely July 16. Undoubtedly, the EBA understands and supports the aspiration of the authorities to improve the situation with waste management in Ukraine as soon as possible. At the same time, the situation of hasty decision-making is unacceptable, especially when it comes to fundamental changes. After all, it seems that the authorities have something to hide, but hopefully, this is not the case. Therefore, the European Business Association asks the Verkhovna Rada of Ukraine to provide the public with the updated version of the framework draft law on waste management as soon as possible for the revision and to consider it at the beginning of the next VRU session. Under such a scenario, businesses will have the opportunity to qualitatively analyze the updated version of the draft law and propose constructive solutions. After all, the issue of waste in the country needs a comprehensive solution so that it can be started properly. For reference: PROs should be responsible for setting up separate waste collection and recycling systems to the highest EU standards in various areas, such as packaging waste, household waste, waste batteries and accumulators, electronic and electrical equipment, etc. And the implementation of a consistent state policy in the use of secondary raw materials, namely, in metallurgy and energy, will help to gradually prevent the accumulation of waste, the development of a circular economy, and, consequently, attract investment in the waste processing industry.   Be the first to learn about the latest EBA news with our Telegram-channel – EBAUkraine.
