Business met with the Odesa Customs’ Management of the State Customs Service of Ukraine

  On December 1, 2021, the European Business Association met with the leadership of the Odesa Customs. Thus, the community summed up the issues raised last time and discussed issues related to customs formalities in the Odesa Customs’ area of activity. It will be recalled that last month the business drew the attention of the Departments management to the delay of customs clearance of goods and adjustment of customs value. It was also emphasized that the time of approval of orders is too long. In addition, there was a procedure for inspection of dangerous goods, the need to move to a paperless relationship, simplification of procedures for the passage of goods in seaports, the practical implementation of the Customs Code on the list of documents to be provided to customs and more. Thus, according to the representatives of the Odesa customs, in order to speed up customs clearance, the number of employees will be increased, namely: 6 in Orlivka customs post, 4 in ‘’Odesa-Automobile’’ customs post, 2 “Pivdenny-port” customs post, 2 in Odesa-port customs post. Also, in order to resolve the issue of internal transit, remarks were sent to the central level and it is already being processed by the State Customs Service. In order to introduce monitoring of time standards, prescribed forms of control and their effectiveness, Odesa Customs promised to look into the matter in more detail before the next meeting with business. With regard to the issuance of refusal cards, Customs officials acknowledge that the problem with them exists in virtually all posts. In order to resolve this situation, Order №337 of 11 November 2021 was adopted, according to which the heads of customs posts are obliged to check the refusal cards by the 5th of each month and to report. In addition, the business community focused on statistics on customs clearance time, which takes 5-11 hours at various checkpoints, the problem of involving law enforcement officers in customs clearance and the incompatibility between the number of orientations and protocols, the need to develop and launch an e-journal. maritime checkpoint, etc. We hope that these and other issues will be resolved promptly. On behalf of the EBA, we thank the Management of Odesa Customs for the readiness for dialogue and feedback on resolved issues! For reference: In the meeting took part the Representatives of the EBA Southern Ukrainian Office, the head of the Odesa Customs Yuriy Gerasimov and his deputies - Heads of structural units within their competence, as well as the Chairman of the Public Council at the State Customs Service Halyna Vdovina.
