The business met with representatives of the Odesa customs
On May 26, 2022, the business-community of the European Business Association took part in a online-meeting with the management of Odesa Customs.
At the beginning of the meeting, customs representatives reported on resolving the issue. Namely, regarding the opening of the customs control zone at the enterprise of the EBA member company. They also conducted an excursion to the latest novelties of customs legislation, including: clarification of the Ministry of Economy to the Resolution of the Cabinet of Ministers of Ukraine №426 “On the application of the ban on imports of goods from Russia” and the details of the Resolution of the Cabinet of Ministers of Ukraine №1147 “On the ban on imports into the customs territory of Ukraine of goods originating in Russia.” They also noted the Laws of Ukraine, which will come into force on May 27, 2022, which, in particular, amends the Law of Ukraine “On Pesticides and Agrochemicals” and determines the list of fertilizers that do not require state registration. In addition, it was reported that the phytosanitary certificate is already being approved electronically. It was also recommended to pay attention to the Final Provisions of the Customs Code of Ukraine on the import of vehicles into Ukraine.
In turn, the business talked about the feasibility of opening an export database register in order to access statistical value data, as customs brokers, inspectors and representatives of foreign economic activity as residents of Ukraine plan to use this register. Here, Alexander Lazarev, Chairman of the EBA Odesa Coordinating Council, co-chairman of the EBA Customs Committee, supported the urgency of solving this problem in connection with raising customs duties on oilseeds and cereals and stressed that EBA is currently participating in working groups to restore Ukraine and all of us. We need to prepare for the fact that after the end of the war, most likely, we will adopt the EU Customs Code, which is more focused not on the fiscal service, but on the function of border security, because in the current conditions it needs to be significantly strengthened. The companies also informed the management of the Odesa customs that the deadlines for completing the issuance of “EA” type declarations after crossing the border are periodically seriously exceeded. Therefore, the agency took control of this problem in order to address obstacles to the work of the customs post “Odesa-Port” and its officials responsible for the implementation of forms of customs control.
