Business met with the new Deputy Minister of Development of Communities, Territories and Infrastructure

  Last week, on February 17, the European Business Association met with the newly appointed Deputy Minister of Community Development, Territories and Infrastructure of Ukraine – Mr. Serhiy Derkach. During the meeting, he outlined his plans for the new position and discussed with the business community the issues of rebuilding Ukraine. The EBA has previously worked with Mr. Derkach when he headed the NACPs Corruption Prevention and Detection Department. According to Mr. Derkach, in his role as Deputy Minister, he will also be responsible for anti-corruption policy and transparency of all processes related to reconstruction. Therefore, audits will be conducted, compliance systems will be developed, and international reporting standards will be implemented. At the same time, many government agencies are currently involved in reconstruction, so the priority is to develop a unified approach. To this end, the Ministry is improving the register of damaged property and is working with World Bank experts to develop a methodology for determining damages. An electronic system will also be created where information on the damage caused by the war, as well as details on specific projects, can be found. Such a tool will allow for efficient and quick management of the rebuilding process and will ensure quality communication so that donors and business representatives can see that the money is used effectively and transparently. Besides, Mr. Derkachs area of responsibility includes transportation, namely road transportation and overall transport security. Therefore, we discussed the extension of transport visa-free travel with the EU (currently a priority on the agenda), the development of border infrastructure (the digitalization of customs, the development of electronic queuing system), security at critical infrastructure facilities, the restoration of the aviation sector, permitting procedures, improvement of the regulatory environment for the ride-hailing industry, etc. Business has already developed proposals on these issues and the EBA is ready to share them with the Ministry. Mr. Derkach also expressed interest in holding a series of meetings on specific transportation areas. The EBA thanks Mr. Derkach for his openness to cooperation and wishes him success in his new position! By combining the efforts of the state and business, we will contribute to the rapid and effective recovery of Ukraine.
