The business met with the the Odesa Customs’ Management of the State Customs Service of Ukraine

    On November 3, 2021, EBA joined the meeting of the management of the Odesa Customs in order to voice the problems they face in the implementation of customs formalities in the activities of the Odesa Customs. Among those present at the meeting were Acting head of Customs Raykov Denis Vladimirovich, acting Deputy Head of Customs Naichuk Valerii Vasyliovych, Acting Deputy Head of Customs Kravchenko Taras Vladimirovich, Deputy Head of Department ensuring customs control and clearance, Deputy Head of the Department of Customs Payments, Control of Customs Value and Customs Tariff Regulation of Foreign Economic Activity (FEA), Deputy Head of the Management of customs payments and control of customs value and customs tariff regulation FEA, Head of the Odesa International Airport customs post, Head of the Pivdenny-port customs post, Acting Head of the ’Odesa-Automobile’ customs post, Head of the ‘’Chornomorsk-port’’ customs post, Head of the ‘’Chernomorsk-fishing port’’ customs post, Head of the Risk Analysis and Targeting Department of the Anti-Smuggling Department for Drugs and Weapons, Deputy Head of the Anti-Smuggling Department, Chairman of the Public Council at the State Customs Service of Ukraine, as well as representatives of member companies EBA and AIFFU. In particular, the companies drew the attention of the Management of the department to the current problems in their interaction with the Odesa Customs. A delay in customs clearance of goods and adjustment of customs value, the transition to paperless relations, which exclude physical contact of customs officers and representatives of the cargo owner, the time of approval of orders, priority, appointment of Form of Customs Control and their effectiveness, simplification of procedures for passing cargo in seaports, practical of the Customs Code on the list of documents to be provided to customs, etc. During the dialogue, Oleksandr Lazarev, Chairman of the EBA Odesa Coordination Council, Co-Chairman of the EBA Customs Committee, stressed the importance of resolving the above issues and noted: Customs inspections are associated with significant business costs. Since 2012, EBA and AIFFU have been promoting journal procedures at checkpoints and other formalities at terminals. No one is following the deadlines, what the inspectors are writing in the refusals, so now we need to update the procedure at checkpoints and avoid the current situation with the queue. Our task with you is to ensure the fastest possible customs clearance, because the companies are focused on the release of goods for free circulation, fast customs clearance and fast delivery of goods. The only way to address these issues is direct guidance from management. There are companies that work in the legal field, and there are those who want to work faster. And its your job to control them. We thank the management of the Odesa customs for the openness to a dialogue. We hope that the business issues raised at the meeting will be resolved, and the problem of cargo delays will finally be resolved. In turn, EBA always emphasizes the importance of systemic reform of the Customs authorities in Ukraine.
