The business met with the management of Odesa Customs

  On September 2, within the framework of the European Business Association, a meeting was held with representatives of the Odesa Customs, with the participation of Acting Deputy Chiefs of the Odesa Customs — Dmytro Oleksandrovich Zabavskyi and Valery Valeriyovych Tsybulskyi. They talked about the latest news, namely: since August 1, when the implementation of the grain initiative began, 1.72 million tons of agricultural products were shipped from the ports of Odesa, Chornomorsk and Pivdenny. A total of 68 vessels cleared by Odesa customs left the unlocked ports during August, the ports of destination of which are located in 18 countries of the world. Thus, on August 31, 2022, the Ukrainian side handed over to the European side the necessary instruments for joining the Convention on the common transit procedure and the Convention on the simplification of formalities in trade in goods. A day earlier, the Verkhovna Rada of Ukraine ratified the conventions, and the President signed the corresponding laws. The international application of NCTS, in addition to the re-engineering of the AEO program and the Customs Facilitation System, is the primary tool for the rapid passage of goods through customs while maintaining border security during wartime. Important recent legislative changes that the business community should be aware of include: On August 17, the Law of Ukraine On Amendments to Chapter XXI Final Provisions of the Customs Code of Ukraine regarding the exemption from import duty taxation of goods used to ensure the storage of grain and/or oil crops entered into force. Namely, during the period of martial law and within 30 days from the date of its termination or cancellation, upon importation into the customs territory of Ukraine, products and equipment for storage, transportation, loading and unloading of grain and/or oil crops are exempted from import duty taxation: polymer sleeves and bags with a volume of at least 0.8 cubic meters for the storage of agricultural products classified in product subcategories 3917 31 00 90, 3917 32 00 90, 3917 39 00 90, 3923 21 00 00, 3923 29 90 00, 3923 90 00 00 , 5407 20 11 00, 5407 20 19 00, 6305 32 11 00, 6305 32 19 00 according to the Ukrainian classification of foreign economics goods; trailers and semi-trailers with self-loading or self-unloading for the transportation of agricultural products, which are classified in commodity subcategory 8716 20 00 00 according to the Ukrainian classification of foreign economics good. From September 30, the Law On Amendments to the Customs Code of Ukraine on the regulation of the procedure for drawing up customs declarations for goods classified within one commodity item according to the Customs Code of the European Union, in accordance with the Customs Code of the European Union will enter into force. Order of the Ministry of Finance No. 228 of 08.1.22 on the approval of the Amendments to the Procedure for Customs Formalities in Transit Movements.
