Business met with the management of the the National Securities and Stock Market Commission

  Yesterday, representatives of the European Business Association met with Ruslan Magomedov, Chairman of the National Securities and Stock Market Commission, and the regulators management. The meeting was focused on the strategic vision of the NSSMC regarding the development of capital markets in Ukraine and the reform of the Commission envisaged by the relevant draft law No. 5865, as well as its implications for market participants. Thus, Mr. Magomedov noted that the strategic priority is to digitalize services to make them faster and easier to obtain. In addition, the Commission plans to optimize the staffing structure (especially since 30% of positions are currently vacant) with a greater focus on employee qualifications and an increase in their average salary. The relevant draft law is expected to be finalized and adopted by the Verkhovna Rada soon. Regarding the development of capital markets, the commissioners spoke about their achievements and vision of market development. The main goal is to fill the market with liquidity. On the one hand, it is money, and on the other hand, financial instruments. Of course, all this must be supported by the proper capacity of the Commission itself, which will be provided in the draft law. As part of the implementation of the planned goals, the Commission emphasizes that the launch of the second level of pension provision is necessary to fill the market with money, and the adoption of the draft law on investment accounts is necessary for the emergence of long-term money. The commissioners also spoke about new financial instruments, such as agricultural receipts and the introduction of derivative contracts as a hedging tool. Another benchmark for the development of corporate finance is the global trend towards sustainability and ESG values. In addition, the meeting discussed current issues and proposals of the EBA member companies, as well as the state of harmonization of national legislation with EU legislation.
