The business met with the management of Mykolayiv Regional State Administration

03/ 05/ 2023
The city of Mykolaiv, as well as the entire Mykolaiv region, was in a difficult situation since the beginning of the full-scale war. Thus, only among the civilian population there are 495 dead. Almost half of the critical and social infrastructure was destroyed. About 30 high-rise buildings are not subject to repair and reconstruction. Almost 70 private houses were crushed by enemy shells. Due to the attack of russian troops on the Dnipro-Mykolaiv water pipeline in the territory of the Kherson region, Mykolaiv was for a long time the only regional center in Europe that was forced to use technical water. During the 427 days of full-scale war, half a million Mykolaiv suffered large-scale destruction.  These data and facts were announced on April 26, 2023, during a joint meeting of the EBA Southern Ukrainian Office and the EBA Ukraine Recovery Committee with the leadership of the Mykolaiv RSA. The purpose of the event was to discuss the regional recovery plan. The meeting was attended by the Deputy head of the Mykolayiv RSA - Valentyn Gaydarzhi and the Director of the department of economic development and policy of the Mykolaiv RSA - Oleksandr Korolev. The event was moderated by the Head of the EBA Southern Ukrainian office - Kateryna Morozova.  According to the above-mentioned representatives, from 2022, the management of RSA tried to restore the operation of critical infrastructure facilities, not only in the field of housing and communal services, but also in medicine. Last year, at the state level, funds were allocated for the purchase of materials, which were aimed at the restoration of all objects affected by the war, regardless of the form of ownership. These materials were sent directly to United territorial communities, enterprises, and residents. Due to which a small number of objects have been restored, considering that there are 16,000 damaged objects. Also, at the expense of the local budget last year, after the almost complete de-occupation of the Mykolaiv region, medical facilities were restored in the de-occupied territories. In general, the leadership of the region notes the situation in the region as under control.  In addition, RSA’s work with donors not only to supply equipment, machinery, materials, food, etc., but also to restore critical infrastructure. There are some projects that are in the stage of implementation. In turn, the Kingdom of Denmark at the level of the Cabinet of Misters of Ukraine agreed to support Mykolaiv region in reconstruction. The Danes also provided OSB-plates and pipes for the repair of water supply networks for the needs of the city.  Today, the most important problems in the Mykolaiv region are:  Demining of territories, namely agricultural lands. According to preliminary estimates, it will take at least 10 years for complete demining of the Mykolaiv Oblast. We especially need specialized equipment.  Construction of shelters and bomb shelters, especially in schools and kindergartens, so that children can go to school from September 1, 2023.  Housing for internally displaced persons. Unfortunately, there are villages where 90% of the houses were actually destroyed.  Updating notification systems. They are working on establishing a European notification system.  School buses. After all, in every district they are creating support schools with bomb shelters.  Specialized equipment for cleaning territories from debris. Unfortunately, a lot of equipment was stolen during the occupation.  During her speech, Svitlana Mykhailovska, Deputy Director of Advocacy noted: Today, Ukraine is going through difficult times, so international support and the development of relations between businesses in Ukraine and abroad are undoubtedly extremely important at the moment in order to further strengthen the economic front countries. To this end, at the end of last year, EBA launched its extra-territorial unit - Global Business for Ukraine, to share with global companies information about the business situation, help with the search for partners, stakeholders in Ukraine, among businesses operating in the country, support potential investors, who are interested, consider investment options and study existing offers.  In order to find and attract new investments, the European Business Association and Global Business for Ukraine, together with Ukraine Invest, launched the Map of Investment and Business Opportunities of Ukraine to help potential investors learn about available investment opportunities in different regions of Ukraine, their details and characteristics, as well as leave application in case of interest. Therefore, we suggest that you place objects for reconstruction on the Investment Map in order to find donors.  Viktoriia Kulykova, the Head of the EBA Committee department, said that at the beginning of the war, the Association conducted a survey and 83% of the respondents of the member companies indicated that they were ready to be involved in the reconstruction of Ukraine. This became the impetus for the creation of the Committee for the Restoration of Ukraine.  It is inspiring that the great restoration of the Mykolaiv region has already begun!  For its part, the European Business Association is ready to provide comprehensive assistance, consulting, and support, and also calls on the regional leadership to form large-scale projects, primarily to restore critical infrastructure in order to receive donor aid.  Thanks, Mykolaiv RSA, for the openness to dialogue!
