Business met with the Deputy Minister of Environmental Protection

  Yesterday, the European Business Association hosted a meeting with Yevhen Fedorenko, Deputy Minister of Environmental Protection and Natural Resources of Ukraine, and Svitlana Kolomiets, Advisor to the Minister. The discussion was focused on waste management reform and deregulation of the environmental sector. In the beginning, the Ministry of Environmental Protection presented extremely ambitious but crucial plans: the use of green technologies for economic recovery, the importance of investing in the infrastructure of environmental projects to meet the best international standards, etc. During the dialogue, businesses proposed to focus on specific plans and initiatives to understand how to move forward, as well as what regulations and deregulation initiatives will be implemented. Particularly, they discussed the framework draft law on waste management. It should come into force on July 9. At the same time, relevant regulations are currently being developed. For example, the National Waste Inventory (a basic document without which the waste management reform will not move forward), regional waste management plans (the act has already been made public and will be sent for approval next week), and a draft resolution on information systems. Besides, a new concept of by-products, the procedure, and criteria for terminating the status of waste, and the management of orphan waste are to be published shortly. The plan also includes issues related to permits and hazardous waste (pre-licensing inspection, licensing), development of technical requirements (for waste treatment facilities, incineration facilities, landfill operation, etc.) It was informed that most of the proposals from businesses had been considered regarding draft law No. 6077 on the ban on disposable plastic products. And the draft law on packaging waste management is to be published for discussion next week. The draft law on mining waste, as noted by the Ministry of Environmental Protection, is one of the most complex and comprehensive. The draft document is ready, and within a few months, the key points will be agreed upon by the Ministry and presented for public discussion. The key task is to deregulate the industry, so instead of multi-stage permitting procedures, a streamlined one-stage procedure should be introduced.
