Companies suffer millions in losses due to the non-issuance of new excise tax stamps

  Last year, the Cabinet of Ministers of Ukraine introduced new types of excise tax stamps for domestic and imported alcoholic beverages with the adoption of Resolution №74. At the same time, a procedure was provided for exchanging old stamps for new ones - the Government obliged the SE Printing Plant “Ukraina” to produce, exchange, and deliver new excise tax stamps to stamp sellers by August 31, 2020, in accordance with the number of old stamps the plant accepted from the sellers. However, according to the EBA Wine and Spirits Committee representatives, to date, the free issuance of new stamps of excise tax in exchange for returned stamps of the old sample was not actually provided. For nine months now, businesses could not achieve compliance with CMU Resolution №74 by respective authorities, despite appeals being made to the Ministry of Finance of Ukraine and the State Tax Service of Ukraine. Meanwhile, the number of unissued excise tax stamps of the new type reaches more than 6 million units, which in monetary terms amount to more than 1 million hryvnias. The EBA addressed an official letter to the Prime Minister of Ukraine with a request to help resolve the situation and ensure compliance with the provisions of Resolution №74 in full. The business community insists on fulfilling its obligations to issue excise stamps of a new type.
