Business calls to unlock imports of innovative PPPs

  For about four years now, Ukrainian farmers have not had full access to innovative plant protection products, or they received the PPPs 4-5 years later than farmers in other countries. The reason is that there was a new rule introduced to the Ukrainian sectoral legislation in early 2016. According to this rule, the samples of unregistered pesticides for state testing and research can be imported and used in Ukraine only if they have a documentary confirmation of their state registration in the country of manufacture. However, this requirement cannot be met in practice, as such a rule does not exist in the EU legislation or other developed countries. As of today, Ukrainian farmers are virtually deprived of innovative products that can increase crop yields, increase the competitiveness of their products, and increase the environmental sustainability of agriculture. The plant protection products of the new generation can reduce the usage of the product and are safer for the environment. The adoption of the draft Law №2289 On Amendments to Article 4 of the Law of Ukraine On Pesticides and Agrochemicals on the import of pesticides into the customs territory of Ukraine can unblock farmers access to innovative PPPs by removing this requirement for the import of unregistered plant protection products. Therefore, The European Business Association asks MPs to adopt the draft law №2289 at the next meeting of the Verkhovna Rada of Ukraine to unblock scientific research and state testing of innovative plant protection products.   Be the first to learn about the latest EBA news with our Telegram-channel – EBAUkraine.
