Business calls for the extension of the current reservations for 3 months and prompt adoption of the draft law on the deferment from conscription in wartime

  This year on August 22, draft Law No. 7687 On Amendments to the Law of Ukraine On Mobilization Training and Mobilization was registered in the Verkhovna Rada of Ukraine. The amendments concern the reservation of conscripts during the mobilization period and wartime. Thus, the draft law proposes to significantly expand the possibilities for companies to reserve their conscripts during martial law. Namely, it enables the reservation without the conclusion of contracts for the mobilization tasks. The European Business Association welcomes such an initiative as extremely important because the possibility of reserving personnel critical to the work of the company is the key to the economic and food security of the state. In fact, business has been constantly emphasizing this in recent months. Since the beginning of May, the reservation procedure has been significantly slowed down due to the near impossibility of concluding contracts for mobilization tasks, which, in most cases, simply did not appear at the level of local authorities. And even if there were such tasks, the procedure for approval of the reservation by the authorities in practice took a month, or even more, which is an extremely long waiting period for entrepreneurs who needed to organize key business processes, for example, agreeing on new logistics chains, signing contracts, etc. Anna Derevyanko. Of course, support and work at the frontline are extremely important for the country, but the work of the economic front, the basis of which is business, is no less vital for the functioning of the country. Accordingly, the EBA appeals to Oleksandr Zavitnevich, Chairman of the VRU Committee on National Security, Defense, and Intelligence, with a call to adopt draft law No. 7687 at the next meeting. It is obvious that the issue is extremely heated, accordingly, there may be a lot of proposals and amendments to it, namely, in the context of critically important employees. At the same time, it is worthwhile to unfreeze the reservation issue and, if necessary, improve the mechanism along the way. At the same time, as a new wave of reservations will begin in the coming weeks, business calls on the Government of Ukraine to extend the effective reservations for three months once again. This time will allow both the adoption of draft law No. 7687 and the development and adoption of by-laws necessary for its effective implementation. For their part, the EBA representatives are ready to participate in the preparation of relevant documents.
