Business urges law enforcement authorities to resolve the situation with road thefts

  The European Business Association is concerned about the growing level of crime on Ukraines main transit roads and calls on the Security Service of Ukraine and the Ministry of Internal Affairs of Ukraine to take action towards the situation with theft of plant protection products and seeds during their import and domestic transportation. Over the past eight years, EBA Agrochemical Committee representatives have recorded an increasing number of thefts of PPPs and seeds during road transportation. The problem can be divided into two categories: theft during import and domestic transportation. The most problematic is the situation with imports, as the vast majority of recorded cases of theft occurred on the highway checkpoint Yagodyn -Kovel-Kyiv. Besides, there were similar cases on the Odesa-Kyiv and Mykolaiv-Kyiv highways. The following sections of roads are the most problematic for domestic transportation: Poltava-Kropyvnytskyi, Poltava-Kyiv, Dnipro-Kropyvnytskyi-Vinnytsia. It is disturbing how those thefts are conducted systematically and in a well-prepared manner. Thus, very often thefts occur directly on the go from the truck in places with low traffic. According to the companies, a special platform clings to the truck, the thieves get into the trailer and swiftly transfer 1-2 pallets of the most popular products. This situation is of great concern to the business community, as information on the time of transportation of goods, and of the vehicles can be obtained, also, from government officials who have conducted inspections at border crossings or have access to government databases. However, the biggest concern is the fact that very often law enforcement officials refuse to register criminal cases or investigate the criminal cases that have already been registered. All this leads to extremely negative consequences, such as: An increasing number of thefts may cause an increased cost of cargo insurance services and, accordingly, the services of logistics companies. This, in turn, can be one of the factors for the increase in prices of seeds and PPPs, and then for food. Refusal of logistics companies to serve the most critical routes, which can leave the regions without PPPs and seeds and non-fulfillment of contractual obligations. The lack of original and high-quality products will encourage the manufacturer to buy what is available: products of dubious quality and counterfeit. Reputational risks for the state. After all, the lack of a real fight against crime has a very negative impact on the conditions of doing business and investment attractiveness of Ukraine in the eyes of the Ukrainian and international business community. Therefore, the European Business Association calls on law enforcement agencies to step up the fight against road theft, especially during the season of active application of PPPs and seeds.
