Business urges authorities not to increase pressure on subsoil users

  In June 2025, the State Service of Geology and Mineral Resources of Ukraine published a revised draft resolution of the Cabinet of Ministers, proposing amendments to Resolution No. 303. The document, like the previous version, suggests reinstating both scheduled and unscheduled inspections of high-risk subsoil users. Despite the update, no substantial changes have been made regarding the inspection approach. It is worth recalling that the European Business Association has repeatedly appealed to the government to reject the draft resolution. Now, once again, the business community is addressing the Cabinet of Ministers of Ukraine with a position paper emphasising the inadvisability of adopting this initiative. Experts from the European Business Association stress that, in order to detect unauthorised extraction of minerals under suspended permits, it is sufficient to resume only unscheduled inspections. Carrying out scheduled state supervision measures requires additional budget funding, which is currently unavailable, and thus may place extra pressure on the state budget without guaranteeing tangible results. The business community also highlights that, under martial law, companies are already facing numerous challenges, and reinstating scheduled inspections could further destabilise their operations. As an alternative, a consultative and monitoring approach is proposed, focusing on reporting, targeted field visits in the event of serious violations, and support for subsoil users. The European Business Association urges the responsible authorities to approach this matter prudently and to reject the draft resolution in its current form.
