Business demands not to perpetuate the old principle of manual management of the ESB

  Yesterday, the Verkhovna Rada Committee on Finance, Taxation, and Customs Policy supported the governments draft law No. 10439 on reforming the Economic Security Bureau (ESB) and recommended it for further voting. The European Business Association does not support this decision, as the community has repeatedly emphasized that the country desperately needs real reform of the ESB. Thus, it is important to ensure the creation of a transparent and independent body aimed at finding and punishing real economic offenders, rather than being controlled by dubious supervisors and putting pressure on transparent businesses. Therefore, the community calls on MPs to be conscious citizens of Ukraine, because it is in your hands to determine the direction in which business and, consequently, the countrys economy will move - whether further shadowing will take place or we will move towards transparency, whether there will be pressure on business and manual control by dubious supervisors, or whether the democratic and fair work of the body will be the basis, etc. For its part, business demands a reboot of the ESB. Thus, the selection committee and the supervisory board must include foreign representatives and representatives of civil society institutions when selecting the ESB head. The old staff must undergo a regulated re-certification procedure (so that dishonest employees (former tax police officers) are not able to get into the renewed body). It is important that the reformed ESB should have purely analytical functions and that only this structure (after reforming and changing the principles and approaches of work) should investigate economic crimes. In addition, it is important that this structure effectively performs the analytical function for the investigation of economic crimes. Therefore, the EBA appeals to the relevant Committee of the Verkhovna Rada to reconsider its decision and support the alternative draft law - No. 10439-2 - which was also recommended by international experts, including the G7, experts, and business representatives! In addition, we ask MPs to prevent manipulations and not to adopt the governments draft law (No. 10439), which cements the old scheme of manual control of the body!
