Business welcomes the Government’s decision to improve forestry legislation

  The European Business Association’s Woodworking and Furniture Committee has welcomed the adoption of Resolution No. 721 by the Cabinet of Ministers of Ukraine, dated 18 June 2025. This resolution introduces significant amendments to regulatory acts governing the special use of forest resources. The document is aimed at improving the legal framework of the forestry sector, ensuring more effective forest management, and aligning practices with European standards. Specifically, it provides for: Regulating the arrangement of skid trails by setting the procedure for preparatory works prior to main logging operations. Organising scientific-purpose logging for the formation and health improvement of forests, specifically for scientific institutions that have permanent forest use rights. Aligning sectoral legislation with the Law “On Administrative Procedure”, particularly in relation to inspecting forest plots to verify data on area and other indicators prior to issuing a felling ticket. Clarifying the rules for the use of forest resources in border areas in line with legislation on the State Border. Introducing new terms and refining existing provisions concerning timber harvesting, felling principles, biodiversity conservation, and protection of rare tree species. Defining principles of timber harvesting during main-use felling, such as continuous, non-depleting, and rational forest resource use; preserving conditions for regenerating high-yielding stands and maintaining their ecological and other valuable functions. Regulating forest quality improvement through felling and other silvicultural measures. Banning the felling of valuable, rare, and notable trees, including species listed in Ukraine’s Red Data Book, and trees with nests of Red Data Book bird species. Establishing a procedure for inspecting and documenting forest plots for the special use of forest resources in accordance with the Instruction on Forest Plot Allocation and Appraisal. This Instruction is to be approved by the Ministry of Environmental Protection and Natural Resources of Ukraine based on a proposal from the State Forest Resources Agency. Ensuring forest users’ participation in administrative procedures, particularly in decisions regarding the issuance or refusal of a felling ticket. Industry experts are confident that these amendments will promote the sustainable use of forest resources, enhance transparency in administrative processes, and improve the protection and regeneration of Ukraine’s forests.
