Business welcomes the Government’s decision to unblock the issuance of logging permits

  On 22 October, the Cabinet of Ministers of Ukraine adopted Resolution No. 1316 “On Amendments to the Procedure for Implementing the Pilot Project on Issuing Special Permits for the Special Use of Forest Resources (Logging Permits) in Electronic Form.” As a result, the issuance of logging permits has resumed. It should be recalled that due to the reorganisation of the State Enterprise “Forests of Ukraine,” this procedure had been blocked, which in turn halted timber harvesting and the fulfilment of exchange contracts. On 6 September 2025, the State Forest Agency issued Order No. 267 to reorganise SE “Forests of Ukraine” into a joint-stock company with 100% state ownership. However, the provisions of paragraphs 26 and 27 of Cabinet Resolution No. 625 were not taken into account, which state that logging permits cannot be issued to enterprises with the status “in the process of liquidation,” even if the case concerns reorganisation. EBA experts reported that, as a result of the reorganisation, from 7 October 2025, key operations of SE “Forests of Ukraine” were suspended, including forestry activities, procedures for obtaining logging permits, timber harvesting and sales, as well as the execution of exchange contracts. Consequently, at the peak of the timber harvesting season and during the fulfilment of exchange obligations, in the fourth quarter of 2025, 80% of the market was left without access to timber. The business community expresses its gratitude for the prompt resolution of this critical issue, which had a significant impact on the timber industry, as delays in issuing logging permits caused losses amounting to millions.
