Business welcomes the decision to extend “transit” visa-free regime

  Last week, the Agreement on the Liberalization of Freight Transport between Ukraine and the EU - the transport visa-free regime - was extended, allowing for bilateral and transit freight transport without the need for permits. The updated Agreement will be valid for at least a year with the possibility of automatic extension until the end of 2025. This will help businesses better plan their operations and, under current conditions, ensure stability and predictability in the bilateral and transit transport market, with equal conditions for both Ukrainians and foreigners. In addition, this decision will help strengthen cooperation between Ukraine and the EU and accelerate Ukraines integration into the EU transport environment. Therefore, the European Business Association welcomes the signing of this Agreement and sincerely thanks, in particular, the Ministry of Communities, Territories and Infrastructure Development of Ukraine for their work in this regard. For businesses to understand, according to information from the Ministry, the updated Agreement will also have several changes. In particular, all drivers will be required to have a certain list of documents with them. These are: License or extract from the carriers office, printed (with QR code). For empty trucks, there must be a declaration of carriage or any document confirming the carriage (to avoid cabotage). There are also separate rules regarding the marking of trucks: Stickers on the car: 5 cm, design is fixed in the agreement. It can be downloaded and printed here: https://bit.ly/3XxUhWJ Trucks do not have to return to Ukraine for the stickers, they can be printed abroad. Requirements start from July 10th. In case of non-compliance with the established rules, sanctions may be applied, in particular, if: The carrier abuses cabotage or cross-trade. There is forgery of documents. Sanctions mean that such companies will be blocked from operating under the Agreement. The transport visa-free regime may be suspended for 3 months if, by decision of the Joint Committee (upon application from the injured country), a real threat to the market is established. Therefore, we ask businesses to take these aspects into account in their work.
