Business welcomes the modernization of the Customs Tariff of Ukraine

  Yesterday, June 4, the Verkhovna Rada adopted Draft Law No.3228 on the new Customs Tariff of Ukraine in the first reading and as a whole. At the same time, import duty rates on goods remain unchanged. The business has long emphasized the need to align current rules of Ukrainian customs legislation with European standards. The new customs tariff is based on the Harmonized Commodity Description and Coding System of 2017 and the Combined Nomenclature of the EU and follows the commitments to the World Trade Organization. We hope that in the future the tariffs will be timely updated, as the next changes to the customs tariff in the EU are planned for 2021. As the next step, the business expects a comprehensive revision of duty rates to prevent manipulation with changing product codes to increase or decrease the number of customs duties and reduce corruption in customs authorities. Besides, the European Business Association has repeatedly appealed to the customs authorities and MPs to speed up the legislative changes for the implementation of Council Regulation (EU) №1186 / 2009 of 16 November 2009. This is necessary to regulate the procedure for customs clearance of personal property imported by natural persons in unaccompanied luggage, including cargo containers. We hope that this issue will also be resolved to simplify the conditions for citizens to enter Ukraine.
