Targeted air raid alerts to help businesses in frontline regions operate more reliably

  On 1 May, Dnipropetrovsk region launched a pilot of the zonal air raid alert system. According to Serhii Lysak, Head of the Dnipropetrovsk Regional Military Administration, air raid sirens will now sound only in specific districts where an actual threat is detected. The rest of the region will retain a “green” status. Dnipropetrovsk is the fourth region in Ukraine to implement this approach, following similar initiatives in Zaporizhzhia, Cherkasy, and Zhytomyr regions. These regions are critically important for Ukraine’s economy, playing a key role in logistics, industrial activity, and energy infrastructure. Given that both Dnipropetrovsk and Zaporizhzhia include frontline areas, upgrading the alert system is an important step toward more effective risk management. The European Business Association supports the decision to introduce a zonal air raid alert system. The EBA had previously urged the government to explore the possibility of a more targeted alert model and to develop solutions that strike a balance between public safety and business needs. The introduction of zonal alerts is another step towards creating a more predictable operating environment for businesses during wartime. It is part of a broader strategy to sustain economic activity in frontline regions. Recently, the EBA presented a support package for companies operating in these areas. Key focus areas include: enhancing security measures, improving access to financing, tax relief options, establishment of special economic zones, adaptive regulatory policy, ensuring stable logistics routes. The EBA stresses that businesses in frontline regions require targeted support from both the government and international partners. A functioning economy and available jobs are vital foundations for rebuilding and restoring the regions of Ukraine most affected by the war.
