Business and the Ministry of Digital Transformation join efforts to create “roaming” for the e-document management system

  The European Business Association and the Ministry of Digital Transformation of Ukraine continue to work together on topical issues of electronic document management in Ukraine. Thus, on November 3, experts discussed the possibility of introducing roaming for the exchange and mutual recognition of e-documents generated in different systems. The meeting was attended by both representatives of companies-users of electronic document management services and companies-providers, who had the opportunity to exchange views on the prospects and importance of implementing this initiative. Currently, in practice, a situation often arises when one company uses one system (program) to sign electronic documents, and its counterparty uses another. In this regard, it is impossible to exchange electronic documents signed in different systems, and, accordingly, to upload and save such documents from different programs in one, thus to create a single archive of e-documents. As a result, businesses must pay money and invest resources to use licenses of different e-document management providers with which their counterparties work. It is worth noting that there is no example of a country in the world where a full-fledged roaming for the exchange of electronic documents generated in different systems has been launched. At the same time, representatives of some provider companies shared their vision of how to solve the current problem so that users of different systems could exchange electronic documents from different systems. During the meeting, the issues of the data format used for the transfer of e-documents and their storage in electronic archives were also discussed. Particularly, representatives of the Ministry of Digital Transformation reported on the standard recently implemented in Ukraine –  AsiC, which is used in the EU member states, and in the future will allow us to exchange electronic documents, including with foreign counterparties. Also, as a result of the meeting, the participants agreed to create a working group with the participation of representatives of the Ministry of Digital Transformation, providers, and users, which could develop and present to the business community an optimal solution for the exchange of electronic documents generated in different systems. Therefore, we hope that we will be able to develop and implement an effective roaming mechanism that would meet the interests of business and become a vivid example for other countries that, like Ukraine, are moving towards a digital economy and maximum digitalization of all processes.
