The business community calls for prompt data updates on the Diia portal

  On 28 February 2025, the Cabinet of Ministers of Ukraine amended the Procedure for Reservation of Persons Liable for Military Service by adopting Resolution No. 233. Under these updates, the total number of conscripted employees now includes those who were called up for military service after 18 May 2024. However, member companies of the European Business Association report that these changes have not yet been reflected on the Diia web portal. The lack of a technical solution to accurately display the total number of conscripted employees directly affects the quota—the number of employees companies can reserve. This is particularly critical for enterprises where over 30% of conscripted employees have already been mobilised. Such a situation may negatively impact business stability and the efficiency of production processes. The European Business Association appreciates the efforts of the Ministry of Digital Transformation of Ukraine, the Ministry of Defence of Ukraine, and all involved stakeholders in continuously improving the Diia portal, developing and implementing the Reserv+ system, and other solutions that simplify military personnel accounting and the reservation process. At the same time, businesses are requesting further development of digital solutions to ensure the correct display of conscripted employees on the Diia portal in line with current legislation, including those mobilised after 18 May 2024. The business community acknowledges that upgrading digital solutions requires additional state funding. However, improving the reservation process will help companies sustain and plan their operations, ultimately generating a positive economic impact for the country. We hope that the necessary updates will be implemented as soon as possible, as previous critical enterprise statuses will lose their validity after 31 March. This means that businesses will face a complete reset of the reservation process. Therefore, EBA experts stress the urgency of finalising the system to ensure that all legally provided opportunities related to defining critical enterprises and reserving employees are fully accessible to users.
