Business calls for the digitalisation of the used car re-registration procedure

  According to member companies of the European Business Association, despite official legislative changes, businesses are still unable to fully benefit from the simplified procedure for re-registering used vehicles. This concerns the practical implementation of Cabinet of Ministers Resolution No. 963, which was intended to allow car dealers to independently re-register vehicles in the name of buyers. The EBA’s experts note that the main obstacle is the system’s technical unpreparedness. Although the Resolution entered into force on 15 August 2025, the relevant functionality has still not been fully launched in practice. As a result, companies lack the technical ability to issue simple written powers of attorney on behalf of buyers through the Unified State Register of the Ministry of Internal Affairs for the re-registration of purchased used vehicles. Why is this important for the market and customers? Simplification of procedures. Under the “one-stop shop” principle, a buyer of a used vehicle should be able to issue a simple written power of attorney directly at the business entity from which the vehicle is purchased, saving significant time. Right to re-register. Based on such a power of attorney, the business that sold the vehicle can independently complete the re-registration process in the name of the new owner. Removal of technical barriers. The lack of software updates effectively blocks the implementation of an existing legal provision. The European Business Association has appealed to the Minister of Internal Affairs of Ukraine, as well as to the Head of the Main Service Centre of the Ministry of Internal Affairs, urging them to facilitate the swift completion of the necessary software improvements. This would provide businesses with the technical capability to offer used vehicle re-registration services in full compliance with current legislation.
