Business proposes to create a single draft law on Diia.City

  Yesterday, November 26, the Office of Simple Solutions & Results hosted a roundtable on the resonant concept of Diia.City. The meeting was joined by the Ministry of Digital Transformation of Ukraine and the IT community, represented by the largest business associations, including the IT Committee of the European Business Association. For its part, business representatives unanimously emphasized the key differences in the draft law №4303 on Diia.City and the alternative draft №4303-2, created in close cooperation with the IT community. Earlier, the industry and business associations repeatedly outlined some significant problems of the draft law №4303 in their official letters, and amendments to the draft, they also highlighted those issues in the media. However, unfortunately, not all changes to the text were taken into account, and that is why among the main problems that concern business and the solution of which is provided by an alternative project, the following issues remain unresolved: Issues of over-regulation in the proposed, basic version of Diia.City; Restrictions on the cooperation of companies with individual entrepreneurs; Vague entry criteria, as well as the procedure for exclusion, lack of an entirely declarative principle. The industry has been working on this concept for a long time and has formed a clear and consolidated position: the IT community unequivocally supports the concept of Diia.City and hopes for its successful launch in the end, which will really help both the industry and the state. However, it is important to make Diia.City as democratic and free as possible, without additional regulatory risks and considering the needs of all market players. The quintessence of the meeting was the idea proposed by the industry which looks like the most effective and simple solution: together with all stakeholders from the state, deputies, business, and associations to finalize already registered draft laws, combine them into a final, deputy law - №4303-d. This format of work was positively received by all participants in this discussion. The IT Committee of the European Business Association thanks the Ministry of Digital Transformation for its tremendous work, the Office of Simple Solutions & Results for organizing such a constructive discussion. The following week, the parties agreed to meet on the platform of the profile committee of the Verkhovna Rada of Ukraine.
