Business reports blocked exports of wood chips as returnable waste

  The export of wood chips as a returnable waste is currently effectively blocked due to the lack of a necessary technical solution. This was reported by experts of the EBA Woodworking and Furniture Committee. To export woodworking products, companies must obtain a certificate of origin for timber and lumber made from them exclusively in electronic form, in accordance with the requirements of Cabinet of Ministers Resolution No. 483 of May 12, 2023. The same Resolution obliged the Ministry of Environmental Protection and Natural Resources of Ukraine and the Ministry of Digital Transformation of Ukraine to ensure the possibility of issuing a logging ticket and certificate in electronic form by December 17, 2023. According to EBA member companies, this technical possibility has not yet been fully implemented for all types of products. For example, in February 2024, a business applied to the EcoSystem Unified Ecological Web Portal with a request for a technical possibility of obtaining a certificate of origin for timber and lumber made from it for wood chips as returnable waste, but instead received a response that this possibility was not provided. Unfortunately, this problem has not yet been resolved. The lack of technical capability to obtain certificates for waste lumber and related products, including wood chips as returnable waste, makes it impossible to export them. Given the significant production volumes of wood chips, the limited demand for this product in the domestic market, and the need for foreign exchange earnings, this situation negatively affects both exporters and the Ukrainian economy as a whole. The woodworking business needs to realize the technical possibility of issuing certificates in electronic form, in particular for wood chips as a returnable waste. To this end, the EBA appealed to the above-mentioned ministries with a request to promptly finalize the EcoSystem Unified Ecological Web Portal.
