The business community anticipates the adoption of the customs reform draft law

  The European Business Association (EBA) expresses its gratitude to the Finance, Tax, and Customs Policy Committee of the Verkhovna Rada of Ukraine for approving Draft Law No. 6490-d for the second reading, which introduces amendments to the Customs Code of Ukraine. This draft law aims to establish specific procedures for service in customs authorities and the certification of customs officials. The business community views the following provisions of the draft law positively: Implementation of a transparent competitive selection for the Head of the State Customs Service. The draft law envisages involving international experts with high levels of professional competence in the selection committee, ensuring objectivity and impartiality during the selection process. Strengthening the personnel potential of customs authorities. The new Head of the State Customs Service will have the right to form a team, including appointing deputies and other leaders without the need for approval from the Minister of Finance. This will facilitate faster and more effective management of customs authorities. Introduction of an annual independent audit. To monitor the effectiveness of customs authorities and reduce corruption, an annual external audit is proposed, the results of which could serve as grounds for the dismissal of the Head of the State Customs Service. One-time certification of customs officials. To ensure a high level of qualification and integrity among customs officials, the bill provides for a one-time certification to assess their suitability for their positions. Stability and motivation of personnel. The draft law sets out clear definitions of salary amounts and components for customs officials, which will contribute to personnel stability and reduce corruption risks. The business community expects that these innovations will enhance the efficiency of customs authorities, ensure stability in their operations, and create a solid foundation for reducing corruption and pressure on businesses. The Association also extends sincere gratitude to Yaroslav Zheleznyak for his ongoing dialogue with the business community and support for initiatives that promote transparency and efficiency in the work of customs authorities.
