The business discussed the consequences of the ban on the use of non-energy-efficient boilers – for manufacturers, developers, and consumers

  On September 16, the European Business Association hosted a meeting of the EBA Consumer Electronics Committee with representatives of the Ministry of Community and Territorial Development of Ukraine, including Deputy Minister Natalia Kozlovskaya and representatives of the State Agency for Energy Efficiency and Energy Saving of Ukraine. The main topic for discussion was the practical consequences for boiler manufacturers, builders, and consumers upon the entry into force of certain provisions of the Technical Regulation on the eco-design of space heaters. Particularly, from August 29, 2022, it is prohibited to introduce non-energy-efficient standard boilers into sales in the market of Ukraine. The EBA supports such novelties, as they not only correspond to Ukraines course of integration into the European Union but also contribute to the improvement of energy efficiency and security of our state. Thus, according to the calculations of the experts of the EBA Committee, the use of a modern condensing boiler instead of a standard one together with the reconstruction of the heating system and the use of modern automation will reduce gas consumption by up to 25%. At the same time, there is a question about frozen or unfinished buildings in which individual heating using standard (convection) boilers is laid by the projects. After all, the import of this equipment is already prohibited, and in order to install condensing boilers, changes must be made to the projects. During the discussion, the parties came to an understanding that if standard boilers were put into sale on the territory of Ukraine, developers can continue to install them on construction sites after August 29, 2022, without making changes to the construction project. At the same time, it is prohibited to import new batches of non-energy-efficient standard boilers after August 29. Therefore, if a developer cannot purchase the standard boiler he needs, he will still have to make changes to the construction and project documentation in order to install more energy-efficient modern boilers at the facility. Also, the participants of the meeting discussed the replacement of failed boilers in already existing houses with the standard boiler individual heating. After all, the requirements for chimneys for standard non-energy-efficient boilers and energy-efficient condensing boilers differ (when using condensing boilers, the existing condensate creates additional requirements for chimney materials, moreover, it is necessary to ensure neutralization and drainage of condensate from the collective chimney into the sewer). Otherwise, when using chimneys that are not resistant to condensation, their gradual failure and leakage of flue gases into residential premises are possible. Accordingly, many issues require attention, such as: who will be responsible for the reconstruction of the collective chimney and determine whether there is a need for it; who should pay for the reconstruction of the collective chimney, etc? Therefore, the parties agreed on the need for further discussion in a wider circle of participants, including the involvement of NEURC specialists. We sincerely thank the Ministry of Community and Territorial Development of Ukraine and the State Energy Efficiency Agency for their openness to dialogue and hope for further constructive cooperation.
