The ЕВА met with Minister of National Unity of Ukraine, Oleksiy Chernyshov

  On 24 April, member companies of the European Business Association held a meeting with Oleksiy Chernyshov, Deputy Prime Minister – Minister of National Unity of Ukraine. Although the new Ministry has been operational for only a few months, it already has a clear vision and work plan. Its main priority is to strengthen national cohesion to ensure the country’s resilience during the war and throughout post-war transformation. During the meeting, participants discussed the changes in Ukraine’s economic and demographic landscape since 1991, including the impact of the full-scale war. Both the state and the business community agree that despite the ongoing conflict, it is essential to lay the foundations and implement reforms now to secure the country’s future development. Post-war recovery and economic growth will require a skilled workforce, and Ukraine is already experiencing labour shortages. The Ministry therefore plans to adopt a balanced and comprehensive approach to working with Ukrainians temporarily abroad and the wider diaspora. The aim is to maintain strong ties with Ukrainians abroad while also creating decent living and working conditions in Ukraine to encourage people to stay or return. In particular, the Ministry, alongside other government bodies, is working on solutions to involve Ukrainians abroad in Ukraine’s defence sector, including the possibility of remote military reservation to strengthen the countrys defence capacity. Efforts are also underway to introduce multiple citizenship and simplify the procedure for obtaining Ukrainian citizenship. Education is another major focus. The Ministry’s team, together with other ministries, will work on improving access to Ukrainian-language education for children abroad and ensuring that academic qualifications and diplomas obtained overseas are recognised in Ukraine. Since the full-scale invasion, the number of Ukrainians abroad has increased significantly, stretching the capacity of diplomatic missions. The Ministry therefore plans to develop a network of Unity Hubs, with the first centres to open in countries hosting the largest Ukrainian communities – Germany, Poland, the Czech Republic, and Spain. In addition to supporting citizens, these hubs will also serve as platforms for engaging with businesses. The Ministry plans to establish recruitment centres within these hubs, where companies can submit specialist requests, build teams, and access human resource support. Participants also discussed the vital role of business in creating opportunities for Ukrainians returning from abroad, including job creation, internship and mentorship programmes, employee support, and contributing to a strong working environment. We hope this meeting will lead to fruitful cooperation in building better living and working conditions in Ukraine.
