The ЕВА met with the State Customs Service to discuss rules of origin under the Pan-Euro-Med Convention

  On 28 April, the European Business Association held a professional meeting with representatives of the State Customs Service of Ukraine to address current issues related to the confirmation of the country of origin of goods in accordance with the provisions of the Pan-Euro-Med Convention. The speakers from the State Customs Service included Volodymyr Storozhchuk, Head of the Customs Tariff Regulation Division. During the meeting, the speaker shared a presentation, while participants had the opportunity to discuss the presented cases and receive expert clarifications. The ЕВА expresses its gratitude to the State Customs Service for an open dialogue and expert support. Special thanks go to Volodymyr Storozhchuk for providing structured analytical information, which enabled business representatives to gain a deeper understanding of the mechanisms and practical aspects of applying rules of origin. It is worth noting that the ЕВА’s member companies have finally seen the adoption of Draft Law No. 0307, which introduces a transitional period allowing the application of both the old and new rules of origin within the framework of the Pan-Euro-Med Convention. This approach has already been implemented in EU countries as of 1 January 2025, creating more favourable conditions for European businesses compared to Ukrainian companies. Ukrainian business deserves fair competition and effective tools in international trade.
