The ЕВА welcomes the decision of the relevant Parliamentary Committee to postpone sanctions related to lobbying regulations

  The European Business Association expresses its gratitude to the Verkhovna Rada Committee on Law Enforcement for supporting Draft Law No. 13340-1 and recommending that the Verkhovna Rada adopt it as a basis and in full. The Draft Law “On Amendments to the Code of Ukraine on Administrative Offences Regarding the Establishment of Liability for Violations of Lobbying Legislation” (No. 13340-1), registered on 20 June 2025, proposes to postpone for one year the introduction of sanctions for non-compliance with lobbying legislation. This decision will allow businesses more time to prepare for the implementation of the new rules, adapt internal processes, and avoid legal risks during the transition period. The draft law must be adopted by the Verkhovna Rada by 1 September 2025 in order for the deferral of sanctions to take effect in time. The ЕВА supports the concept of transparent and civilised lobbying in Ukraine but emphasises the need for a phased introduction of reforms in this area. For this reason, the ЕВА’s Committee on Lobbying and Transparent Policy reached out to Members of Parliament sitting on the relevant Parliamentary Committee, requesting that the business community’s position on the need to delay the imposition of liability be taken into account – to ensure all stakeholders have time to adapt to the new legal requirements. We thank the Members of the Verkhovna Rada, particularly those in the Committee on Law Enforcement, for their decision, and we look forward to the swift adoption of Draft Law No. 13340-1 by the Ukrainian Parliament.
