The EBA discussed proposals to improve the business climate with government authorities

  On 20 January, representatives of the European Business Association took part in an extraordinary meeting of the Interagency Working Group under the Ministry of Economy, Environment and Agriculture. The meeting was dedicated to reviewing the EBAs proposals aimed at improving the business climate in Ukraine. In particular, the discussion covered issues related to technical regulation and energy labelling, ecodesign, chemical safety and the implementation of the REACH and CLP regulations, customs and tax regulation, environmental permits, digitalisation of administrative procedures, the functioning of the booking and military registration system, transport and logistics, as well as regulatory initiatives in the fields of healthcare, pharmaceuticals and veterinary medicine. The EBA’s experts presented the consolidated position of the business community and comprehensive recommendations for improving the operating environment for enterprises. They also discussed with government representatives possible implementation mechanisms and indicative timelines for the relevant initiatives. The discussion was attended by representatives of the Ministry of Economy, Environment and Agriculture of Ukraine, the Ministry of Defence of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry for Development of Communities and Territories of Ukraine, the Ministry of Digital Transformation of Ukraine, the Ministry of Finance of Ukraine, as well as other central executive authorities. As a result of the meeting, the following agreements were reached: to continue working on some of the issues raised by business at the next meeting of the Interagency Working Group; to hold separate thematic meetings on chemical safety and healthcare to allow for a more detailed discussion of specific regulatory aspects; in the second quarter of 2026, the European Business Association will prepare an updated list of key business issues, taking into account the current progress in addressing them and emerging challenges. Subsequently, a meeting in a similar format is planned for early April. The EBA expresses its sincere gratitude to the government authorities for the open and constructive dialogue, and in particular to the Ministry of Economy for its leadership in coordinating interagency cooperation and its willingness to work jointly with the business community to find balanced solutions.
