The EBA discusses EU-aligned Ukraine’s transport reforms

  On June 13, the European Business Association held a hybrid roundtable ‘Transport Policy of Ukraine and Its Harmonization with EU Regulation’. The discussion brought together key stakeholders to assess Ukraine’s progress in aligning its transport policy with EU legislation, as well as to highlight priorities for reform in 2025. The event featured insights from Mona Björklund, Director for Policy Coordination at the Directorate-General for Mobility and Transport (DG MOVE), and Yulia Sirko, First Deputy Head of the Verkhovna Rada Committee on Transport and Infrastructure. Road transport: Participants discussed the extending the EU-Ukraine road transport agreement, unlocking EU financing, and aligning national standards with the EU’s TEN-T technical standards and governance mechanisms. Railway transport: The discussion addressed the updated draft law ‘On Railway Transport’including its key provisions, adoption timeline, and expert recommendations from both the business community and international advisors. Maritime and inland waterway transport: The discussion covered port operations under current security challenges, military risk insurance, reform of port charges and governance to align with EU standards, and the development and modernization of river transport, particularly in the Danube region. The EBA is grateful to speakers, Mona Björklund and Yulia Sirko, as well as to all participants from the business community. The meeting underscored the crucial role of the private sector in supporting Ukraine’s integration into EU transport corridors and shaping transparent, effective transport regulation.
