EBA discussed the technical regulations for cosmetic products with representatives of the Ministry of Health of Ukraine

  On September 16, experts of the working group on technical regulation and cosmetics of the EBA Regulatory Committee met with representatives of the Ministry of Health to prepare for the implementation of technical regulations for cosmetic products. The Ministry informed that early next year it plans to test new software for the register of cosmetics. It is expected that the full launch of this register will take place in August 2022. Besides, the Ministry of Health plans to adopt amendments to the resolution on approval of technical regulations for cosmetic products, which will introduce a two-year transition period. Thus, it is assumed that in parallel with the new method of conformity assessment of products, (namely, its registration in a special portal), it will be possible for another 2 years to sell cosmetic products on the Ukrainian market under the old rules. Such changes are planned to be implemented in early 2022 for businesses to smoothly prepare for the new rules and avoid potential difficulties with the introduction of cosmetics in Ukraine in August 2022. Another positive news is that the Ministry plans to allow foreign experts of EBA member companies to sign reports provided they have the education in technical regulations for cosmetic products. It is also important to note that the Ministry of Health has identified a list of guidelines that will primarily need to be adopted for adequate application in Ukraine of the technical regulations for cosmetic products. Also, during the meeting, the business touched upon an acute and painful issue regarding the sanitary-epidemiological conclusions, which are signed with delays due to personnel problems in the Ministry. Therefore, the Ministry’s representatives promised to find out the status of the order on the appointment of new members of sanitary-epidemiological commissions for different types of products. The business hopes that this issue will be resolved in the near future. The EBA is sincerely grateful to the representatives of the Ministry of Health for their openness to dialogue and constructive, fruitful cooperation on important issues for business.
