English as the language of international communication in Ukraine

  Author: Darya Vasina, attorney at Dynasty Law & Investment On June 28, 2023, the Verkhovna Rada of Ukraine registered the draft Law of Ukraine On the Use of the English Language in Ukraine. The draft law provides that the state will promote the study and use of the English language in public spheres of public life throughout Ukraine. It is assumed that the command of the English language will be mandatory for a certain category of persons who will apply for certain positions, in particular, civil servants of categories A, B and B, heads of local state administrations and their deputies, military officers of the officer staff, middle- and high-ranking police officers, prosecutors, tax and customs authorities, managers of economic entities of the state sector of the economy. The requirements for the level of English language proficiency are also determined, the coder proposes a level that would meet the recommendations of the European Council for Language Education CEFR and the standard of the North Atlantic Treaty Organization STANAG 6001. The future Law determines the level to which the above-mentioned persons must meet, namely not lower than the B2 level, for the possession of which an allowance of 10% of the official salary will be provided. It should be noted that it is proposed to make the English language test free of charge for citizens of Ukraine. With the entry into force of this Law, correspondence between state authorities and foreign addressees may be conducted in English at the request of the addressee. Also, the draft law stipulates that the website of the representative bodies of state authorities and local self-government bodies, along with the version of the website in Ukrainian, should also be in English. It should be noted that with the adoption of this Law, many spheres of social life will undergo changes, the changes will affect the spheres of health care, transport, education and culture, provision of emergency assistance, border crossing and others.
