Current issues of tax regulation – 2025: working meeting with the Southern Interregional State Tax Service

  The speakers were: Oleksandr Batrak, Acting Head of the Southern Interregional Department of the State Tax Service for Large Taxpayers; Nataliya Munika, Head of the Tax Audit Department of the Southern Interregional Department of the State Tax Service for Large Taxpayers; and Olena Samofalova, Compliance Manager of the Mykolaiv Department for Business Administration.The moderator was Vitalii Smerdov, Head of the Financial and Tax Committee of EBA Odesa and Managing Partner at First Pro Tax.   Speakers:   Oleksandr Batrak – Acting Head of the Southern Interregional State Tax Service for working with VAT payers.   Nataliya Munika – Head of the Tax Audit Department of the Southern Interregional State Tax Service for working with VAT payers.   Olena Samofalova – Compliance Manager of the Mykolaiv Department of Business Administration.   The main purpose of the event was to provide relevant clarifications regarding tax regulation in 2025, discuss the challenges faced by businesses, and find solutions to these issues.   Key topics of the meeting:   🔹 Tax Inspections 2025 – rules, timelines, and documentation requirements. The tax service representatives provided clarifications on the procedures for conducting inspections in 2025, including the timelines, the required volume of documentation, and ways to minimize business risks. Special attention was given to the digitalization of the process and the requirements for electronic audits.   🔹 SAF-T UA – the format for submitting the standard audit file. Participants discussed practical aspects of its formation, the difficulties businesses face, and how the tax service plans to simplify the process.   🔹 “Tax Trust Zone” – a tax preference mechanism for conscientious taxpayers. The conditions for participation in this program, its benefits for businesses, and the criteria for obtaining the status of a conscientious taxpayer were discussed. The tax service emphasized the possibility of using this mechanism to improve the financial stability of companies.   Kateryna Morozova. Head of the EBA Southern Ukrainian Office. Business operates in conditions of constant changes in tax legislation, and it is critical for us to understand how these changes will affect the operational activities of companies. This is why such meetings are necessary – they provide current information and allow businesses to adapt quickly to new realities.
