The European Business Association welcomes the introduction by the Ministry for Communities and Territories Development of Ukraine of a new priority mechanism in the eQueue system for freight vehicles. The launch of the updated functionality in a test mode is an important step towards the digitalisation of border crossing procedures, improving the efficiency of international freight transport, and facilitating foreign trade. The new mechanism provides for the automatic prioritisation of certain categories of carriers and cargo through the integration of the eQueue system with the information resources of the State Customs Service of Ukraine. Key changes include: 1. Priority for AEO companies and shipments using customs simplifications Priority in the queue will be granted to: companies holding Authorised Economic Operator (AEO) status; shipments carried out under T1 transit documents or TIR Carnets. The availability of the relevant customs documents will be verified automatically through the integration of the system with the State Customs Service. 2. Continued priority for perishable goods As before, vehicles transporting perishable goods will continue to receive priority. The electronic queue will be formed according to a 3:5 ratio, meaning that for every three priority vehicles, five non-priority vehicles will be called. The order of calling vehicles will be as follows: One vehicle carrying perishable goods and using customs simplifications (AEO, T1 or TIR); One vehicle carrying perishable goods; One vehicle using customs simplifications (AEO, T1 or TIR); Five vehicles without priority. 3. Testing of the new functionality The new mechanism will operate in a test mode and will be available from 17 July at all border crossing points processing freight vehicles with a gross vehicle weight exceeding 3.5 tonnes. During the testing period, waiting times and queue positions may change. Carriers are therefore encouraged to monitor their place in the queue regularly. The Association supports the continued development of digital services for international trade and considers the introduction of the priority mechanism an important milestone in further improving the eQueue system.
