  On 25 March 2025, significant amendments were adopted to the Methodology for Determining the Initial Auction Price of Special Permits for Subsoil Use. The European Business Association supports this step, as it will help stabilise the subsoil use market and make the sector more attractive to investors. Representatives of the ЕВА’s Subsoil Use Committee have repeatedly emphasised the need to revise the pricing methodology for unit commodity production of mining enterprises. Excessively high starting prices for special permits made extraction unprofitable, leading to failed auctions and overall stagnation in sector development. The updated Methodology offers hope for unlocking the sector, restoring fair pricing, revitalising the market, and creating better conditions for businesses. The changes come into effect immediately upon publication, which is particularly important for industry representatives. From 1 April 2025, the State Service of Geology and Mineral Resources of Ukraine (Derzhgeonadra) will determine the starting price of special permits, taking into account market prices for commodity production. The European Business Association expresses its gratitude to the Ministry of Environmental Protection and Natural Resources of Ukraine and Derzhgeonadra for their cooperation, for considering the business community’s position, and for adopting these crucial changes.
