  In Ukraine, new technical regulations on energy labeling and eco-design are actively being implemented. These are set to replace old regulations and establish updated requirements for eco-design and energy efficiency indicators for equipment by current norms in EU member states. It is important to note that in the EU, technical regulations on eco-design and energy labeling for various types of equipment always come into effect simultaneously, as eco-design regulations establish formulas for calculating the energy efficiency indicators of equipment. These indicators are displayed on energy labels according to the formats and rules established by the energy labeling regulations. At the same time, in Ukraine, new eco-design regulations for refrigerators, washing machines, dishwashers, electronic displays, etc., are expected to come into force after the state of martial law is lifted. On the other hand, the drafts of the corresponding technical regulations on energy labeling, according to the project developed by government agencies, are supposed to come into effect six months after the respective decision is adopted. The Consumer Electronics Committee of the EBA drew the attention of representatives from the Ministry for Communities and Territorial Development, as well as the State Agency on Energy Efficiency and Energy Saving, to the critical importance for the business of the simultaneous entry into force of the technical regulations that set requirements for eco-design and energy labeling. Committee representatives noted that it is important for businesses to have a clear start date for applying the new requirements to incorporate it into their production and product release plans under the new technical regulations on energy labeling and eco-design. Thus, the Committee of the EBA, in communication with government agencies, requested to establish a transitional period of 12 months for the simultaneous entry into force of the technical regulations on energy labeling and eco-design for specific types of products, without linking it to the lifting of martial law. The EBA expresses gratitude to the Ministry for Communities and Territorial Development, the State Agency on Energy Efficiency and Energy Saving, and the Government of Ukraine as a whole for considering this proposal within the framework of the adopted Resolution 1181 On Amending and Recognizing Certain Resolutions of the Cabinet of Ministers of Ukraine on Eco-Design and Energy Labeling, dated October 15, 2024.
