  The ЕВА welcomes the adoption of draft law 10393 on the regulation of certain issues in the field of energy efficiency On June 4, the Ukrainian Parliament took a significant step forward in harmonizing Ukrainian legislation on energy efficiency requirements for equipment with European Union standards. Specifically, the Verkhovna Rada adopted in the second reading draft law 10393 on the regulation of certain issues in the field of energy efficiency. This law has been actively supported by the EBA from the very beginning, as, among other things, it included provisions that instead of creating a separate Ukrainian database of energy-consuming products,the QR code on which must be contained on energy labels of electrical and electronic equipment (EEE), Ukrainian manufacturers and importers can either place a QR code on the energy label that leads to the EU database - EPREL, or, if the product is not presented on the EU market, a QR code that leads to the website of the EEE manufacturer, on which the information provided for by the technical regulation on energy labeling will be placed. The European Business Association sincerely welcomed this approach, as it not only meets the recommendations of the Energy Community, but also has several significant advantages, in particular (1) it corresponds to Ukraines European integration aspirations and contributes to the approximation to the EU single market; (2) will save significant resources of government agencies and businesses on the creation and maintenance of a separate database, the work of which will lose its relevance after Ukraines accession to the EU; (3) will allow for more effective control over the compliance of equipment supplied to Ukraine with the requirements of the technical regulations on ecodesign and energy labeling adopted in Ukraine. Moreover, during the revision of draft law 10393 for the second reading in the relevant Parliamentary Committee on Energy and Housing and Communal Services, the MPs took into account another extremely important proposal for business. In particular, they allowed the use of language-neutral EU energy labels in Ukraine, which are almost identical to Ukrainian labels and are already allowed for use in the Republic of Moldova, which, like Ukraine, is not a member of the EU, but intends to join the EU. Thus, the EBAs representatives are convinced that the possibility of using EU energy labels in Ukraine will not only contribute to the harmonization of the requirements of Ukrainian legislation in the field of technical regulation in accordance with EU standards, but will also contribute to the significant removal of barriers to trade, increase the available range for Ukrainian consumers and a certain reduction in the cost of goods, due to the lack of need to allocate separate production lines for EEE supplied to Ukraine. Therefore, the EBA sincerely thanks the Verkhovna Rada Committee on Energy, the State Energy Efficiency Agency, the Ministry for Restoration and the Ukrainian Parliament as a whole for adopting draft law 10393 and hopes for its earliest signing by the President of Ukraine.
